Ukraine Offers IT Training Vouchers Worth Up to 33,280 Hryvnias for Eligible Citizens

Government-Funded IT Training Initiative

According to ХВИЛЯ: The Ukrainian State Employment Service is providing special vouchers to fund IT education for specific groups of citizens. This program, active from 2023 to 2025, covers up to 33,280 hryvnias for a second higher education degree in approved fields at licensed institutions. This initiative is part of a broader effort to build a skilled domestic workforce in critical technology sectors. So far, 883 individuals have used these vouchers for IT education, out of a total of 67,000 vouchers issued across all specialties.

Applications for a voucher are processed within 8 business days. Once issued, recipients have 120 days to use it, an extension from the previous 90-day period. In 2025, data shows that 207 of the 323 IT voucher recipients were aged 45 or older, and men accounted for approximately 30% of IT voucher beneficiaries.

Eligibility and Covered Specializations

The following categories of citizens are eligible to apply for a voucher:

  • Individuals aged 45+ with at least 15 years of insurance (pension) contributions,
  • Veterans (combat participants),
  • Internally displaced persons,
  • Persons with disabilities,
  • Individuals released from captivity or wounded as a result of the war.

The voucher can be used for degree programs in the following IT-related fields:

  • Software Engineering,
  • Cybersecurity and Information Protection,
  • Computer Science and Engineering,
  • Information Systems and Technologies,
  • Robotics and Automation.

The process involves several steps: submitting an online application via the State Employment Service website, receiving a decision within 8 days, collecting the voucher and utilizing it within 120 days, and then enrolling at a university. Enrollment requires securing the voucher first and then signing a contract with the institution. Valid reasons for terminating studies include mobilization for military service or transferring to a state-funded (budget) study place.

This program aims to support vulnerable groups in acquiring new skills in the high-demand IT sector. By helping to reduce unemployment and train essential tech professionals, it contributes to Ukraine's economic development and post-war recovery, where digitalization plays a crucial role.
