The decision of the President of Ukraine to grant permission for young people aged 18 to 22 to travel abroad has not affected the country's mobilization potential and has not led to a noticeable increase in the departure of this category of citizens. According to the director of the Institute of Demography and Social Research of the National Academy of Sciences of Ukraine, Ella Libanova, the adopted decision has not caused sharp changes in migration flows.

Ella Libanova noted that there is no recorded increase in the departure of young men after the introduction of the new rules. This indicates that the existence of the permit has not influenced the overall situation with mobilization, as the expert emphasized,

“not everyone who should be in the army is there”

Thus, it can be stated that the changes did not affect the essence of the mobilization issue. The director also mentioned that

“I don’t see anything that directly indicates an increase”
