Unlawful Bid to Misappropriate Public Funds Uncovered

According to ДСНС: Ukraine's State Emergency Service (DSNS), working alongside its Anti-Corruption Department, exposed a scheme to illegally siphon budget funds during a computer equipment purchase. Detectives from the National Police's Internal Security Department documented the actions of a businessman who twice tried to deliver goods that failed to meet tender specifications.

Businessman's Moves and Fallout

According to reports, the entrepreneur owns and manages two companies specializing in computer hardware sales. The DSNS tender called for the procurement of 150 monitors. After one of his firms initially won the contract, inspectors found the equipment did not match technical requirements-specifically, the monitors bore Russian-language labeling-leading to the first agreement being canceled.

Undeterred, the businessman re-entered the bidding process using his second company. A new contract worth 999,999 hryvnias was signed, but the delivered goods again failed to comply with tender conditions. These discrepancies were confirmed by forensic examinations and assessments from the State Audit Service.

Thanks to rigorous checks and oversight by the DSNS, the deal could not be completed. Investigators have now formally notified the businessman of suspicion under Article 15, Part 2, and Article 191, Part 5 of Ukraine's Criminal Code (completed attempt to embezzle property on an especially large scale). If convicted, he faces up to 12 years in prison with asset forfeiture.

This exposure of an attempted budget fund theft highlights the proactive stance of law enforcement agencies in monitoring public procurement across Ukraine.

These events underscore the critical need for strict adherence to tender requirements and the fight against corruption schemes that could lead to wasteful use of state resources. The case also points to the necessity of strengthening quality controls for goods purchased with public money.

This incident is not isolated, as similar schemes have emerged in other sectors, highlighting the pervasive issue of corruption in public procurement. For instance, a recent case involved a border guard official implicated in a bribery scheme related to drone contracts worth $1 million. Such cases emphasize the ongoing challenges faced by law enforcement in safeguarding public funds and ensuring transparency in government contracts.
