The EBA proposes to expedite the rebooking of conscripted individuals: how to avoid the three-day risk
Proposals from the European Business Association
The European Business Association (EBA) proposes to expedite the rebooking process for conscripted employees of critical enterprises. This is due to the three-day gap between the end of the current deferral and the issuance of a new one, which creates a risk of mobilization for employees. The Association believes that a solution must be found to avoid this risk.
According to Resolution No. 76, there is a three-day interval between the end of the current deferral and obtaining a new deferral. This gap can lead to employees of critical enterprises being left without protection from mobilization. Additionally, the status of critical enterprises will lose its validity in December 2025, making the issue of rebooking even more urgent.
Proposals for Rebooking
The EBA proposes to implement continuous rebooking, allowing for the extension of booking without waiting 72 hours until the current deferrals expire. Furthermore, the association suggests reducing the technical interval between the end and rebooking to three hours after the application is submitted. Letters with proposals have been sent to Prime Minister Yulia Svyrydenko, Deputy Prime Minister Mykhailo Fedorov, and Minister of Economic Development Oleksii Sobolev.
These initiatives can significantly reduce the risks of mobilization for employees of critical enterprises, ensuring continuous protection and stability for the industry in wartime conditions.
The EBA's proposals reflect the urgent need to adapt legislation to the conditions that have developed in Ukraine due to the war. Ensuring continuous rebooking of conscripted workers in critical enterprises can contribute to stability in key sectors of the economy, which is especially important in the face of modern challenges. These changes may also enhance business confidence in state initiatives, impacting the investment climate in the country.
