His inaction on the day of the tragedy, when he failed to prepare the city for an emergency, resulted in the deaths of nine people, including a child. The investigation also involves eight other officials, including the deputy mayor and directors of various departments. Forensic examinations are being conducted to establish objective facts regarding the tragedy.
