Rebuilding Ukraine's Energy Infrastructure

According to ХВИЛЯ: According to Oleksandr Kharchenko, director of the Energy Research Center, the full restoration of Ukraine's power grid is projected to take between three and five years, with completion anticipated by 2030 or 2031. This extensive damage is a direct result of the ongoing war, which has targeted critical infrastructure. The supply situation will vary seasonally, affecting electricity schedules throughout the year.

Power restrictions may ease between April and May, but are likely to return in the summer due to increased demand from heatwaves and planned maintenance at nuclear power plants. During winter, when temperatures drop below -5 degrees Celsius, energy-saving schedules will be reinstated. The most severe supply challenges are currently experienced in major cities including:

  • Kyiv
  • Odesa
  • Dnipro
  • Kryvyi Rih
  • Kharkiv

Border areas in the Sumy and Chernihiv regions are also facing significant difficulties.

Current Status and Recovery Outlook

Oleksandr Kharchenko noted that the damaged TEC-5 thermal power plant in Kyiv is repairable. He stated that restoring this facility could take anywhere from several hours to a few days.

He further expressed the view that simply rebuilding outdated Soviet-era thermal plants to their former state is not advisable. Instead, he advocates for constructing new facilities to replace the old TEC plants over the next three to four years.

The overall situation within Ukraine's energy system remains complex. Kharchenko outlined that an optimistic recovery scenario spans three years, while a more realistic forecast extends to four or five years. Throughout this rebuilding period, the seasonal nature of power limitations will continue to impact daily life for citizens. The restoration of a reliable power grid is a cornerstone for national stability and economic recovery amidst the ongoing conflict.
