EU Sanctions Against Russia

According to Главком: The European Union has failed to approve its 20th package of sanctions against Russia in time for the second anniversary of the full-scale invasion, which began on February 24, 2022. The sanctions package was blocked by Hungary, which has become the focus of negotiations among EU member states. Diplomatic efforts to secure approval are ongoing, particularly with Hungary and Slovakia.

This failure to pass new sanctions highlights the complex internal political debates within the European Union, where unanimous consent from all member states is required. Hungary, which has opposed certain sanctions, may have its own political and economic interests, complicating the consensus-building process. This internal friction underscores the challenge of maintaining a united front against Russia's aggression.

Financial Support for Ukraine

Separately, the European Union is preparing a €90 billion loan for Ukraine, with payments scheduled to begin in April 2026. As part of the funding preparations, the EU Council must approve two legislative acts on February 24.

EU Commissioner Kaja Kallas expressed regret over the lack of agreement on the sanctions, stating it was particularly disappointing on the eve of the war's anniversary.

According to Kallas, the EU must send strong signals of support to Ukraine by continuing its assistance while simultaneously increasing pressure on Russia to end the conflict. She noted that similar situations have occurred before, but the EU has historically managed to reach joint decisions. Kallas emphasized that work continues at various levels with Hungarian and Slovak counterparts, though the process is always difficult.

This situation demonstrates that supporting Ukraine in the face of Russian aggression remains a priority for the EU, despite the difficulties in implementing specific measures.
