Visa Restrictions for Russian Citizens Within the European Union

According to УНІАН — Туризм: Several EU member states-including the Baltic countries, Poland, the Czech Republic, the Netherlands, Denmark, and Sweden-have already implemented limitations on issuing visas to Russian nationals seeking entry into the Schengen Area. Finnish Prime Minister Petteri Orpo has called on the European Union to impose a total ban on tourist visas for Russians, a stance that Estonia has also endorsed.

Data from 2023 indicates that Russians were issued up to 800,000 visas, with the highest numbers granted by Southern European countries such as:

  • Italy
  • France
  • Spain

Meanwhile, restrictions are in place regarding the movement of Russian diplomats within the EU. These diplomats must notify authorities at least 24 hours before traveling between EU countries and obtain permission beforehand. A significant portion of Russian diplomats in the EU are believed to be intelligence operatives.

Growing Calls for Stricter Visa Controls

Germany has also urged for tougher visa restrictions on Russians, citing sabotage activities linked to the Russian government. Estonian Foreign Minister Margus Tsahkna emphasized:

“It is unacceptable that Russian tourists can freely travel across Europe and enjoy European freedoms while Russia continues to bomb Ukrainian cities daily, causing innocent casualties.”

He added that "former Russian military personnel pose a serious security threat to all of Europe. These individuals are criminals whom the Kremlin increasingly deploys to carry out acts of sabotage and destabilization in European nations."

The issue of visa limitations for Russians remains a critical security concern for Europe, especially given the rising threat from ex-military personnel and the covert activities of Russian diplomats. Amid the ongoing conflict in Ukraine and Russia’s aggressive actions, many European countries view visa restrictions as an essential measure to protect regional safety and stability.

As the debate over visa restrictions intensifies, the EU Commission is set to propose even stricter measures for Russian travelers starting in January. This upcoming initiative reflects the growing urgency among EU nations to address security concerns related to Russian nationals, particularly in light of ongoing geopolitical tensions.
