European Commission Plans Stricter Visa Rules for Russian Nationals

According to 5 канал: The European Commission is preparing to propose tougher visa restrictions targeting Russian citizens traveling to the EU for tourism purposes. This initiative is scheduled to be unveiled in January next year. Poland, Sweden, and Estonia have voiced strong support for the measure, citing concerns about potential hybrid operations orchestrated by Russian intelligence agencies.

Last year, Russians were issued approximately 478,000 tourist Schengen visas, with a large portion being multiple-entry permits. Sweden's Justice Minister Gunnar Strömmer highlighted vulnerabilities in the current visa system, stating that

“it is clear to everyone that our system has weaknesses that adversaries can exploit.”

Estonia has proposed banning entry for former Russian military personnel, estimated by Estonian Foreign Minister Margus Tsahkna to number around 650,000. Tsahkna warned that

“a significant number of these ex-servicemen will enter Europe with the support of Russian intelligence services.”

Russian Intelligence Activities and EU Member States’ Response

Russian intelligence agencies have been tasked with intensifying their operations across EU and NATO countries, deploying recruited GRU and FSB agents to conduct hybrid warfare tactics. In June, interior ministers from nine EU countries, along with Iceland and Norway, urged the European Commission to adopt a unified approach to visa issuance for Russian nationals. Austria’s Interior Minister Magnus Brunner emphasized the ongoing risks, noting that “the numbers are no longer declining” and “you never truly know who these tourists are.”

Romania, alongside its NATO allies, is also developing proposals to strengthen defenses against Russian hybrid threats. A joint statement from ministers of nine EU states plus Iceland and Norway reaffirmed that “restrictive visa policies toward Russian citizens are essential to safeguard the security and integrity of the Schengen Area.” These efforts reflect a collective EU commitment to bolstering security amid escalating threats from Russia.

Introducing enhanced visa restrictions forms part of the EU’s broader strategy to counter hybrid threats and maintain regional stability. Amid rising tensions between Russia and Western nations, these measures are seen as crucial to preventing potential security risks and protecting European borders and citizens.
