According to ХВИЛЯ: Starting July 1, 2026, European Union member states will enforce updated customs rules for international parcels. Under the new requirements, Ukrainian exporters must pay a fee of 3 euros for each distinct product line listed in a customs declaration. These regulations apply to all commercial shipments, regardless of the goods' value, as well as gifts declared at over 45 euros.

The new rules will apply to all postal and logistics companies operating within the EU market. Shipments may be subject to value-added tax (VAT) if it was not already paid through the IOSS system. Each EU country will independently set its own local customs clearance fees. The fee is charged per separate category of goods in the declaration. For instance, if a package contains a dress and a book, the sender must pay for two items. Identical goods with the same product code can be listed as a single line item.

Adjusting to the New Framework

Ukraine's national postal service, Ukrposhta, has stated it is ready to operate under the new regulations. However, some operators and customs authorities within the EU are still finalizing their technical preparations for the changes. A transitional period of one to two months will be in effect. In certain countries, the recipient may be required to pay customs duties upon delivery, which could affect the process of receiving international shipments.

The new customs rules, effective from June 26, 2026, will significantly impact Ukrainian exporters by increasing the cost of shipping goods to EU countries.
