EU Introduces Revised Customs Procedures for Commercial Parcels

According to Главком: Starting July 1, the 27 member states of the European Union will gradually roll out new regulations for processing commercial shipments. These changes will impact anyone selling goods into the EU, as well as those sending product samples or gifts valued over €45. The updated framework alters how taxes and duties are handled for international deliveries, aiming to streamline cross-border trade.

Specifically, if value-added tax (VAT) has already been paid on a marketplace, a service fee of €3 per product code will be charged. If VAT has not been paid and the destination country is technically ready to enforce the new rules, Ukrposhta will handle VAT collection immediately. This will initially apply to five countries, with others joining later. Additionally, national logistics fees and the postal operator's service charge may also apply.

Ukrposhta Faces Internal Challenges Amid EU Compliance

Ukrposhta has already aligned its processes with all 27 EU nations and completed full IT integration through the International Post Corporation (IPC) system, headquartered in Brussels. However, despite being prepared for these changes, the company is grappling with domestic issues. Ukraine's National Bank imposed a fine of 2,544,900 hryvnias on the firm and declared its CEO, Ihor Smilyansky, professionally unfit for the role.

The regulatory body overseeing Ukrposhta must suspend the director within five business days and appoint a new head within two months. These developments highlight serious hurdles for the company as it navigates new European requirements. Ensuring high service standards and compliance with international norms will be critical during the implementation of these parcel rules.
