EU Commission Establishes Legal Framework for €45 Billion Loan to Ukraine through 2027
European Commission's Financial Commitment to Ukraine
According to 5 канал — Економіка: The European Commission has created the legal framework to approve the second tranche of a €45 billion loan package to Ukraine, scheduled for disbursement by the end of 2027. This forms part of a larger €90 billion EU credit program aimed at supporting Ukraine, with half of the funds expected to be released in 2026. The initiative seeks to address Ukraine’s fiscal challenges that have intensified due to delays in receiving some international funding.
Funding Allocation and Financial Outlook
According to the plan, €13.3 billion will be allocated in 2026 to bolster Ukraine’s state budget, while €31.7 billion will be invested in advancing the country’s defense industry. The International Monetary Fund (IMF) projects that Ukraine’s total funding shortfall could reach $54 billion by 2029. The most significant gap is anticipated in 2027, with a deficit estimated between $30 billion and $35 billion. Additional funding needs are expected to be around $17 billion in 2028 and $2 billion in 2029.
In the face of these financial pressures, Ukraine’s government has prioritized directing budget resources towards essential expenditures.
"This proposed mechanism is designed to provide Ukraine with financial predictability and to help maintain critical public services." Ursula von der Leyen, President of the European Commission
This financial support marks a crucial step in sustaining Ukraine’s stability amid ongoing economic difficulties. The European Commission’s initiative highlights the vital role of international financial assistance in helping Ukraine manage persistent economic strains. The funds are intended not only to stabilize the national budget but also to strengthen Ukraine’s defense capabilities, which remain indispensable in the current geopolitical climate. Given the IMF’s forecasts of growing financial demands, this support is essential to secure Ukraine’s economic resilience and future development.
As the EU continues to bolster its financial support for Ukraine, the focus shifts to addressing the broader budgetary challenges facing the country. The European Commission's strategy aims to close a significant budget gap projected at €70 billion by the end of 2026, underlining the urgency of international assistance in stabilizing Ukraine’s economy.
