EU Commission Aims to Bridge Ukraine’s €70 Billion Budget Gap by End of 2026
Європейська комісія планує допомогти Україні подолати бюджетний дефіцит у розмірі 70 мільярдів євро до 2026 року.

Ukraine’s Financial Outlook for 2027

According to ХВИЛЯ: The European Commission is working toward a political agreement to close Ukraine’s projected €70 billion budget shortfall for 2027 by the end of 2026. This deficit persists despite the European Union’s €90 billion loan package approved in December 2025. The majority of the gap stems from defense spending, estimated at €40 billion, alongside a €30 billion shortfall in the national budget.

Defense funding could be reduced to €27 billion if NATO countries provide bilateral support, following an agreement reached in Ankara on July 8, 2026. EU leaders plan to address Ukraine’s funding needs during an extraordinary summit scheduled for November 26, 2026.

However, significant obstacles remain around the potential use of frozen Russian assets to cover the deficit. Belgium opposes tapping these funds due to fears of Russian retaliation. Notably, a large portion of these frozen assets is held at the Euroclear depository in Brussels.

“Efforts must begin now to find solutions for the remaining funding gap in 2027 to secure a political agreement by year’s end,” stated the European Commission.

Achieving this requires strong commitment to mobilize additional support, ensuring Ukraine’s defense and essential governmental functions are maintained in the coming year. Still, a senior EU official noted this timeline is not set in stone.

Breakdown of Ukraine’s Budget Deficit

The main contributors to Ukraine’s 2027 budget shortfall are:

  • €40 billion allocated for defense;
  • €30 billion covering the government’s fiscal deficit.

Potential contributors to reducing this gap include Canada, Japan, the United Kingdom, and the United States. The complexity of the situation demands coordinated international efforts.

Financial aid for Ukraine amid ongoing conflict remains vital to uphold its military capacity and maintain state operations. The EU summit on November 26, 2026, is expected to be a crucial juncture for shaping continued international assistance and deciding on the contentious issue of utilizing frozen Russian funds. Sustained commitment from global partners will be essential to help Ukraine overcome these pressing economic challenges.

As Ukraine navigates its substantial budget shortfall for 2027, the EU's commitment to providing financial support is closely tied to the implementation of crucial reforms. Understanding the conditions under which funding will be granted is essential for grasping the broader implications of international aid.
