According to ХВИЛЯ: The European Union has decided not to release additional financial aid to Ukraine in 2024 until crucial reforms are approved. Ukraine is facing a $27 billion shortfall, despite a €90 billion EU credit package intended to cover most of its financial needs. The delay in funding stems from unmet reform requirements set by Brussels, which must be fulfilled before further support can be unlocked.
So far, Ukraine has received €15.7 billion-just over a third of the total credit. Half of the loan was scheduled for disbursement in 2026. Ukraine’s Finance Minister, Serhiy Marchenko, has warned that non-military payments could face delays due to the budget deficit. Among the pending reforms are:
- taxation of digital platforms;
- removal of exemptions on parcels valued up to €150.
Ukraine requested early access to funds originally earmarked for 2027 but was denied.
Funding Outlook and Challenges Ahead
If the required reforms are enacted, Ukraine could secure around €34 billion in EU funds during 2024. European Commission spokesperson Paula Pinho emphasized that no budget deficit has been identified for 2026 and assured that the funds currently being processed will sufficiently meet Ukraine’s needs this year.
Ukraine’s budget gap is largely driven by the escalating costs of the war and the conflict’s technological demands. In the first half of the year, the Ministry of Defense covered expenses using funds allocated for the second half. Some EU partners have expressed skepticism about the efficiency of Ukraine’s spending and questioned the accuracy of its financial needs. President Volodymyr Zelensky highlighted potential difficulties with drone procurement payments in early 2027 due to defense budget shortfalls, stating:
