State of Ukraine's Financial Market as of March 1, 2026

According to НБУ: As of March 1, 2026, Ukraine's financial market has seen a reduction in the number of participants in several categories, including financial companies, credit unions, and debt collection agencies. The number of banks and most other categories, however, remained unchanged. This data reflects the ongoing evolution of the sector following a period of significant economic and geopolitical stress.

The total number of non-bank financial market participants stood at 761 institutions. The number of licensed banks held steady at 60. Banking groups and non-bank financial groups also saw no change, numbering 15 and 40 respectively. In the payments sector, 14 resident-created payment systems were operational, one fewer than before. International payment systems remained unchanged at 10.

Shifts Among Non-Banking Institutions

A decline was observed among specific non-banking institutions. The number of financial companies decreased to 403 from 407. Credit unions fell from 84 to 81, and debt collection agencies dropped from 74 to 73. The following categories saw no change:

  • 47 non-life insurers,
  • 10 life insurers,
  • 100 pawnshops,
  • one leasing provider,
  • 45 insurance brokers,
  • 6 payment institutions,
  • one electronic money issuing bank,
  • one postal operator,
  • 69 commercial agents,
  • 32 payment service technology operators

These market shifts point to underlying trends that could influence the sector's future trajectory.

The reduction in participants in certain segments of the non-bank financial market may signal industry consolidation, potentially a result of economic pressures or regulatory changes. Such consolidation can impact the availability and cost of financial services for consumers and businesses, as fewer providers may lead to reduced competition. Analyzing the causes behind these changes will be a crucial step for understanding the future direction of Ukraine's financial landscape.
