Kharkiv analyzes migration through Kyivstar data: what 588 thousand will be spent on
The Department of Digital Transformation of the Kharkiv City Council has signed a contract with Kyivstar JSC for the amount of UAH 588 thousand for analyzing the migration flows of the city's residents. The operator will use subscriber data to track the movement of Kharkiv residents within the city and region, as well as pendulum migration, reports Glavkom, citing the ProZorro system. The service includes analyzing the movements of Kharkiv residents, particularly pendulum migration. Kyivstar will be recording the permanent and regular movements of citizens between Kharkiv and the region, considering various types of transport.
The report for the period from January 1, 2021, to August 31, 2025, costs UAH 420 thousand, and four monthly reports from September to December 2025 will cost UAH 42 thousand each.
The reason for the procurement is the necessity for the implementation of digital solutions and improving the efficiency of services based on data from Kyivstar. The contract was signed without bidding due to the operator's exclusive right to use its own Big Data team and telecommunications data.
Kyivstar raises tariffs for subscribers
From September 24, 2025, the mobile operator Kyivstar will raise tariffs for prepaid and contract subscribers. The new tariffs will amount to UAH 300 for 4 weeks for prepaid subscribers of the Love UA Svitlo 2023 tariff and UAH 225 for 4 weeks for the Superforce Economy tariff. For contract subscribers, from October 1, the tariff will increase to UAH 250 per month. The reason for the price increase is the rising cost of electricity for businesses, fuel for generators, as well as the impact of inflation and currency exchange rate fluctuations on service costs. The consolidation of data from Kyivstar will allow the city authorities of Kharkiv to analyze the migration trends of the city's residents more accurately, which can become the basis for developing targeted programs and improving citizens' lives. As a consequence of Kyivstar's price increase for its service packages, subscribers will have to pay more for connectivity.
