Changes in legislation regarding special means of self-defense

According to Главком: The Cabinet of Ministers of Ukraine has made changes to the resolution regulating the procedure for the sale, purchase, registration, accounting, and use of special means of self-defense. These changes concern, in particular, gas canisters and gas pistols, allowing for the clarification of the rules for their use and possession.

New rules for purchasing and using

According to the new rules, it is now possible to purchase gas canisters from the age of 18. However, the storage, carrying, transportation, and use of unnumbered or homemade gas pistols and revolvers remains prohibited. To legally purchase gas pistols, it is necessary to obtain a special permit, which is issued for a period of up to three months. A permit for the storage and carrying of gas pistols is issued for a term of three years. Legal entities have the opportunity to purchase gas pistols based on a permit from the National Police.

In addition, the legislation clarifies that special means of self-defense that are unfit for further use must be destroyed. Special means of self-defense include:

• containers with tear gas and irritant aerosols;
• gas pistols;
• revolvers of calibers 6, 8, and 9 millimeters.

At the same time, a permit for the purchase, storage, and carrying of gas pistols will not be issued in the presence of:

• medical contraindications;
• administrative liability;
• a criminal record.

The changes in the rules for the use of special means of self-defense are aimed at ensuring the safety of citizens and regulating the legal possession of such means in Ukraine.

These changes may be important for citizens who need means of self-defense, as they establish clear rules and requirements for their legal use. At the same time, the strengthening of control over the purchase and use of gas pistols aims to reduce the risks associated with the improper use of such means, which can positively impact the overall level of security in Ukraine.
