Updated Standard Monetary Valuation of Land

According to Главком: Ukraine’s Cabinet of Ministers has reduced the tax burden on agricultural producers in four regions through Resolution No. 495, adopted on April 20, 2026. This decision revises the methodology for the standard monetary valuation of land by adjusting a key coefficient and triggering an automatic recalculation of land values. The changes directly affect three major payments: land tax, rent for state- and municipally-owned land, and the minimum tax liability.

Land Value Reductions

Lower standard monetary valuations will take effect in the Odesa, Mykolaiv, Kherson, and Zaporizhzhia regions. Land values will be recalculated automatically. If the State Statistics Service lacks up-to-date population figures, local government data will be used instead. For plots that span multiple valuation zones, the total standard monetary value will be calculated as the sum of the values assigned to each portion of the land.

The average price of one hectare of land in Ukraine currently stands at 61,000–62,000 UAH, compared to a range of 49,000–52,000 UAH in 2024. The steepest decline in land prices-about 25,400 UAH-is seen in frontline areas. These adjustments are expected to ease financial pressure on agricultural producers and support farming development in the affected regions.
