Driving a car without a license: under what circumstances is this allowed by law

In 2025, driving a car without a license will incur the following fines: the first offense will cost 3,400 hryvnias, and a repeat offense – 40,800 hryvnias. If a driver has a license but forgot it at home, the fine is 425 hryvnias.

The first exception concerns students of driving schools during practical lessons. Students are allowed to drive a training vehicle under the direct supervision of a certified instructor. The car must meet specific requirements: it should be equipped with dual control pedals and have a mandatory identification sign 'N' (beginner).
Experts advise to pay attention to the fact that this exception applies exclusively within the framework of official training in licensed driving schools. Independent practice with relatives or acquaintances does not fall under this exception.
Sports events
The second exception applies to participants in motorsport. Racing sportsmen can drive vehicles on specialized tracks and during official competitions without the need to present a driver's license.
It is important to emphasize that this exception applies exclusively within the framework of sports facilities and events. Movement on public roads remains subject to general rules. Professional pilots usually have standard driver's licenses; however, their presence is not formally required for participation in competitions.
Extreme necessity
The third exception concerns situations of extreme necessity. The legislation allows a person without a driver's license to drive a vehicle in extreme circumstances where there is a threat to life and health.
