Kyiv Urges Residents to Stock Up on Water, Food, and Flashlights Amid Risk of Emergency Disruptions
Getting Ready for Potential Emergencies in Kyiv

Citizens are advised to gather supplies of drinking and technical water, long-lasting food items, flashlights, and power banks. This precaution is prompted by increasing attacks on the energy infrastructure, which continue to affect the city and other regions of Ukraine.
Energy workers are operating around the clock to restore electricity to all users, while municipal services focus on stabilizing water supply systems. Despite these efforts, interruptions in electricity, heating, or water services remain possible. Therefore, residents should ensure they have adequate reserves. It is recommended that each adult keeps daily supplies of:
- 3 liters of drinking water, including water consumed with food;
- 10-12 liters of technical water for hygiene and cooking purposes.
Stockpiling enough water for at least three days is advised.
Guidelines for Residents
Kyiv is equipped with 155 public water supply complexes, which can operate on generators during power outages. A map of these water points is available to help residents quickly locate safe drinking water sources. Alongside water, it is important to keep power banks and portable chargers fully charged, and to prepare a supply of flashlights, battery-powered lamps, candles, matches, and spare batteries.
Residents are encouraged to insulate their homes by sealing window gaps, inspecting external insulation, and placing heat-retaining material between walls and radiators. Additionally, having a stock of non-perishable food that requires no electricity for preparation is essential. When moving around at night, wearing reflective clothing or accessories can improve safety.
The city administration stresses the importance of staying informed through official channels. Residents should install the "Kyiv Digital" app and follow Kyiv City State Administration’s verified social media accounts. Updates are also available via Kyiv24 TV, Radio Kyiv 98 FM, the online outlet "Vechirniy Kyiv," and public broadcasting services.
As Kyiv prepares for the heating season, authorities are planning for scenarios involving extended outages of electricity, heat, or water. Part of this preparation includes identifying residents who may require extra assistance due to age, health conditions, or other circumstances.
