Accusations of embezzlement totaling millions
Офіс прокурора Києва завершив розслідування резонансних справ про шахрайство з величезними фінансовими втратами.

Indictment Filed Against Head of Kyiv's Public Transit Authority

According to Главком: Prosecutors have sent an indictment to court concerning the director of the municipal enterprise 'Kyivpastrans'. The official is accused of embezzling public funds, causing losses to the city exceeding 1.1 million hryvnias. The case involves a 2023 contract for supplying railway track components valued at approximately 5 million hryvnias, where the purchase price was significantly above market rates. A forensic commodity examination confirmed the financial damages. The investigation was conducted by the Podilskyi District Police Department and Ukraine's Security Service. The official's actions are classified as large-scale embezzlement of property, an offense carrying a potential prison sentence of up to 12 years.

Investigation into Official Negligence

Separately, the Kyiv City Prosecutor's Office has completed a pre-trial investigation into the director of a Kyiv City State Administration department and a former official. They are charged with official negligence under Part 2 of Article 367 of Ukraine's Criminal Code. In 2022, the director failed to organize the process of determining the expected value for six Mitsubishi L200 vehicles and related equipment, which formed the basis for new suspicions in the case.

Furthermore, a new suspicion has been announced in Kyiv regarding a rotary parking system for the city hall, purchased eight years ago in 2017. The system, intended to park 10 cars automatically in the city hall's inner courtyard on Khreshchatyk Street, was never installed. This failure resulted in budget losses of over 3.6 million hryvnias. The purchase was made by the KMDA Department of Transport Infrastructure.

These cases highlight systemic issues in the financial management of municipal enterprises and local government bodies, raising public concern and demanding urgent action from law enforcement. The increasing number of corruption cases in Kyiv underscores the critical need for stricter oversight of budget expenditures and greater transparency in the operations of state institutions. This comes as Ukraine continues its broader fight against corruption, a key priority for both domestic reform and international support.

In light of these significant embezzlement cases, it is essential to consider other recent investigations involving public funds in Kyiv. For instance, a separate case concerning the purchase of overpriced emergency vehicles is currently before the court, highlighting ongoing issues with financial oversight in municipal contracts. Such instances of mismanagement not only strain the city's budget but also raise questions about accountability in public procurement.
