Eliminated 420 criminal groups: how illegal exits of men are stopped

According to ХВИЛЯ: The law enforcement agencies of Ukraine have taken serious measures to combat the illegal exit of men abroad, having eliminated 420 criminal groups involved in this activity. Significant activity in this area has been recorded over the past year, in particular, 28 criminal groups were eliminated in October.

Legislative initiatives

Simultaneously with these measures, on November 14, 2025, a draft law No. 14210 was submitted to the Verkhovna Rada. This document aims to expand the grounds for temporarily restricting exit from Ukraine. In particular, the draft law provides for restrictions on exit during martial law for violators of military registration.

The State Border Guard Service continues to detain border violators daily. It is important to note that the document is aimed at banning the exit abroad for a specific category of persons - violators of military registration rules. These measures are part of the comprehensive work of law enforcement agencies of Ukraine to ensure compliance with legislation and maintain national security in a state of martial law.

These actions by law enforcement and legislative initiatives indicate increased attention to issues of national security and control over the exit of men from the country in wartime. The elimination of criminal groups and the introduction of new legislative norms aim to prevent evasion of military service, which is critically important for ensuring Ukraine's defense capability. This also emphasizes the state's commitment to upholding legality and order during emergencies.
