Nearly all housing vouchers for internally displaced persons used within two months

The eRecovery Program

According to Кулеба: Ukraine's eRecovery initiative continues to assist internally displaced persons (IDPs) from temporarily occupied territories by offering housing vouchers for home purchases. In the program's first phase, 3,228 families gained the opportunity to buy their own homes. Funding for this phase began on May 1, and nearly 100% of the reserved vouchers have already been utilized.

Housing Purchase Statistics

Data shows that families from Luhansk Oblast purchased the most homes, accounting for over 1,200 units. Families from Donetsk Oblast also actively participated, buying more than 1,160 apartments-nearly 600 of which went to residents of Mariupol. Additionally, families from Zaporizhzhia and Kherson oblasts received housing. In total, homes were bought across 22 regions of Ukraine, covering an area exceeding 185,000 square meters.

  • Nearly 88% of the purchased homes are apartments.
  • About 11% are private houses.
  • Over 87% of families chose properties on the secondary market.

The program has received more than 42,000 applications, highlighting the strong demand for IDP support. During the Ukraine Recovery Conference 2026, the Ministry of Development signed an agreement with the Council of Europe Development Bank for 80 million euros to continue the program.

The eRecovery program marks a vital step in supporting internally displaced persons affected by the conflict. It reflects the growing housing needs among IDPs and the active role of both the state and international partners in the recovery process. The signed agreement with the Council of Europe Development Bank ensures continued funding, offering hope for improved living conditions for thousands of families seeking a new home.
