According to ХВИЛЯ: The government will provide a uniform payment of 19,400 UAH per household for the heating season to residents living in frontline communities. This assistance is available to all eligible households. There are two distinct procedures for receiving this so-called 'Winter Support,' depending on the source of funding.
How to Apply for the Assistance
When funding comes from the special state budget fund, applicants can submit their requests through the Pension Fund service centers, Administrative Service Centers (CNAP), or authorized officials in local village, settlement, or city councils. The Pension Fund is responsible for processing applications, making decisions, and disbursing payments.
For payments funded by international humanitarian organizations, applications must be submitted directly to the local village, settlement, or city council of the applicant’s territorial community. In this case, applications to the Pension Fund service centers are not accepted. The Cabinet of Ministers’ resolution dated September 12, 2026, No. 1084, defines which communities fall under each payment procedure.
