Free Course Launched by Ministry of Digital Transformation on AI and Digital Innovation in Public Services

'The Digital State of Tomorrow' Course

According to Рубрика — Суспільство: A complimentary online course is now available on the Understandably! platform, exploring how artificial intelligence, data, and digital technologies are revolutionizing public services and citizen engagement. Entitled 'The Digital State of Tomorrow: Building Modern Public Services,' this program was created by the GovTech company Kitsoft in partnership with the Eastern Europe Foundation. It features five concise lectures covering key elements of transforming government services through digital innovation.

Participants who complete the course successfully earn a certificate worth 0.2 ECTS credits or six academic hours. The course is designed for a diverse audience including:

• government officials,
• local government representatives,
• NGO professionals,
• international project members,
• software developers,
• managers of digital services and IT specialists.

The curriculum addresses the following themes across its five lectures:

• the evolution of digital public services from paper-based systems to AI-first governance,
• case management approaches, the Agentic State concept, and the role of artificial intelligence,
• foundations of digital government infrastructure,
• integration between registries, identification systems, and process platforms.

Additionally, the course examines essential roles and skill sets within GovTech teams.

Notably, in 2025, the Ministry of Digital Transformation launched Ukraine’s first government AI online platform. This portal consolidates major AI projects, relevant documentation, news updates, and opportunities related to artificial intelligence. It fosters collaboration among businesses, government bodies, academic institutions, and international partners, supporting Ukraine’s AI-driven transformation.
