Scheme of illegal booking of conscripted individuals

According to НАБУ: The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) reported suspicion against an employee of the Security Service of Ukraine (SBU) for organizing a scheme of illegal booking of conscripted individuals from mobilization. This scheme also involved an accomplice and the director of an enterprise with critical importance status. The investigation revealed that the scheme involved fictitious employment of conscripted individuals, followed by the formalization of booking. The conscripted individuals did not actually perform any labor duties, and the accrued salaries were to be returned to the participants of the scheme.

Illicit benefit and further investigations

According to the investigation materials, the illicit benefit from this scheme amounted to nearly 1 million hryvnias, and the SBU employee is also suspected of legalizing over 18.4 million hryvnias. An accomplice involved in organizing the scheme is suspected of illegally acquiring and using special technical means for covert information gathering. He is also considered involved in installing these means, which were discovered at the end of 2025 in the apartment of the head of one of the NABU detective units investigating corruption in the defense sector.

The investigation documented several episodes regarding the booking of conscripted individuals, which indicates the systemic nature of this unlawful activity. Illicit benefits were received both in cash and in crypto assets. The investigation into this case continues.

This situation highlights the importance of fighting corruption, especially in the context of military conflict, when every resource is critical for the country's defense capability.
