The 'Carthage' Investigation

According to Рубрика — Суспільство: The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have named a new suspect in the ongoing 'Carthage' case: Ivan Tymoshenko, the former head of the Information Technology Department at the Prosecutor General’s Office. He is accused of participating in fraudulent call center schemes that generated illicit profits exceeding 1 billion hryvnias.

This criminal network, established in mid-2025 by a senior official within the Prosecutor General’s Office, included staff members from the prosecution and their associates. Investigations reveal that members accepted bribes in exchange for allowing call centers to operate without interference. The proceeds were laundered through the acquisition of real estate, luxury goods, and valuable movable assets valued at over 20 million hryvnias. Additionally, more than 10 million hryvnias were funneled through accounts of close relatives, disguised as business earnings.

Arrests and Testimonies

Serhiy Kropyva, deputy head of the Department of International Cooperation, has been detained with a preventive measure of custody, with bail set at 120 million hryvnias. He is currently held in a detention center. SAPO prosecutors disclosed Tymoshenko’s involvement in managing personal matters for both Kropyva and Prosecutor General Ruslan Kravchenko. Notably, Tymoshenko collected funds for gifts, including a Harley-Davidson motorcycle presented to Kropyva.

Prosecutor General Kravchenko denies any connection to the case and has been abroad on official business since September 14. Investigators suggest Kropyva may have overseen renovation work at Kravchenko’s residence in Kozyn. NABU and SAPO continue their efforts to dismantle the criminal organization led by a high-ranking official from the Prosecutor General’s Office.

The scale of the organization’s illegal activities has raised serious concerns among law enforcement agencies. SAPO prosecutors emphasized that the group systematically received and laundered funds originating from fraudulent call centers through various complex methods. Authorities are now intensifying their probe to uncover all facets of the case and hold all perpetrators accountable.

Serhiy Kropyva: 'Ivan, please arrange all those tickets for me. Check with Diana to confirm our arrival time in Madrid. Book a good hotel room for the entire stay, and within a 10-minute walk, find a budget-friendly hotel with official registration.'

Corruption scandals involving senior officials often deeply undermine public confidence in state institutions. The ongoing 'Carthage' investigation may reveal new evidence and prompt significant reforms in Ukraine’s anti-corruption framework. Successfully exposing such a high-level criminal scheme could serve as a powerful indicator of the country’s growing determination to combat corruption and restore trust in law enforcement bodies.

As the investigation into the 'Carthage' case deepens, former Prosecutor General Ruslan Kravchenko has come under scrutiny for his property holdings. His recent declaration of a Kozyn residence valued at 22.8 million hryvnias raises questions about the sources of his wealth amid ongoing probes.
