Ukrainian Anti-Corruption Probe into Justice Ministry Concludes, Reveals $19.5 Million Budget Loss
NABU and SAP Investigation
According to НАБУ: Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) have concluded their investigation into a scheme that embezzled state funds during procurement by the Ministry of Justice. This case highlights the ongoing challenges of corruption within Ukraine's state institutions, even as the country fights a war. Investigators found that the scheme's participants organized the purchase of services for modernizing a hardware-software complex and multifunctional devices at inflated prices, causing losses to the state budget exceeding 19.5 million hryvnias.
Suspects in the Case
The individuals suspected in this case include:
- A former State Secretary of the Ministry of Justice;
- A former head and deputy head of departments within the Ministry;
- The beneficial owner and two managers of a limited liability company (LLC).
According to the investigation, the beneficial owner of the LLC devised a plan, which ministry officials then executed by making changes to the 2021 budget estimate. This manipulation enabled the procurement of services at artificially high prices.
To establish the inflated expected cost, requests for commercial proposals were sent to the LLC and several pre-selected companies, from which the necessary responses were obtained. To create an illusion of competition, the scheme's organizers ensured the formal participation of another company in the tender. This company's bid was then deemed less commercially attractive than the one submitted by the controlled LLC. As a result, the Ministry of Justice purchased services for modernizing the hardware-software complex and 1,285 multifunctional devices at an inflated cost, leading to the embezzlement of over 19.5 million hryvnias.
To launder part of the funds, approximately 10 million hryvnias, the participants transferred the money to accounts of business entities showing signs of being fictitious. The investigation is ongoing, and the question of the suspects' legal responsibility remains open.
This case is one of numerous examples of corruption schemes that exist within Ukraine's state procurement system.
The embezzlement of state funds inflicts significant damage on the budget and undermines public trust in government institutions. The completion of the NABU and SAP investigation marks a crucial step in the fight against corruption, but effective court proceedings are necessary to ensure real punishment for the guilty. The continuation of the probe also demonstrates the activity of anti-corruption bodies in detecting and halting such criminal activities.
