According to Главком: On January 23, Ukraine's National Police executed a series of raids at the Finance Department of the Kyiv City State Administration. During the operation, the department's director, Volodymyr Mykhailovych Repik, was formally notified that he is a suspect in a criminal case. The allegations relate to the implementation of a 2020 decision by the Kyiv City Council, which authorized a borrowing initiative and the issuance of bonds for internal local loans.

The searches commenced in the morning at the director's residence before moving to the department's official offices. In a statement, the press service of the Kyiv City Administration asserted that the Finance Department acted strictly within the bounds of budgetary law and was merely executing a mandatory decision made by the City Council. The department has reportedly provided law enforcement with all requested materials and documents in full.

Operation 'Clean City'

This investigation follows a broader anti-corruption drive in the capital. In early December 2023, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office announced new suspicions as part of 'Operation Clean City,' a campaign targeting corruption in Kyiv's land and budgetary sectors. In that separate case, a former deputy head of the Kyiv City Administration and an accomplice are suspected of facilitating the registration of buildings under fictitious names for structures allegedly built in the early 1990s.

The Finance Department has denounced the criminal proceedings as groundless and indicative of political motivation. The investigative actions are ongoing, with further results to be made public in due course. This case is part of Ukraine's sustained, high-profile anti-corruption efforts, which are closely monitored by international partners as a key benchmark for reform.
