According to Главком: Starting in 2026, the Ukrainian government will roll out a monthly stipend program for scientists, allocating over 190 million UAH to support 2,650 researchers. Each recipient will receive 10,000 UAH per month for a two-year term, with awards determined by rankings in the newly established National Researcher System. This initiative, announced by the Cabinet of Ministers, aims to create a transparent and merit-based funding mechanism for the country's scientific community.

The announcement was made by First Deputy Prime Minister Yulia Svyrydenko, who stated:

“The government is consistently implementing a transparent model of monthly state scholarships for scientists. At the start, over 190 million UAH has already been allocated for such support in 2026. This will assist the first 2,650 top scientists in the country.”

Scholarships will be awarded based on verified data regarding research output, which scientists can submit through their personal accounts in the National Electronic Scientific Information System.

Student Support

Starting from the new academic year, university students will receive at least 4,000 UAH per month in scholarships. The government has also standardized payment procedures for students at private institutions who are studying under state-funded programs. For 2026, the Ukrainian state budget allocates 6.6 billion UAH for academic and named scholarships-an increase of 1.2 billion UAH compared to 2025. Additionally, the government has set aside 3 billion UAH to advance scientific research in Ukraine.

Yulia Svyrydenko further explained:

“From now on, Ukrainian scientists can submit verified data on their research results-including publications, citations, grants, patents, training of young researchers, and international collaboration-through the system. Rankings of researchers will be based on this data, and those with the highest positions will be eligible for state scholarships. Support for young scientists is also included.”

The National Researcher System was developed with expert assistance from the World Bank as part of the Ukraine Higher Education Improvement for Results (UIHERP) project.

This new financial support framework for researchers signals the government’s commitment to advancing science and fostering research activity. It is expected to enhance the quality of scientific work in Ukraine by motivating more scholars to actively engage in research.
