According to Главком: Seven new towers equipped with Pantsir air defense systems were constructed in March 2026 around the Valdai residence of Russian President Vladimir Putin. The construction, which began on March 17, brings the total number of Pantsir towers surrounding the compound to 27. Several of the newly built towers are already armed with anti-aircraft missile complexes. This significant reinforcement comes amid heightened regional tensions following Russia's full-scale invasion of Ukraine.
The air defense systems at Valdai are arranged in two concentric rings of different diameters around Putin's residence. This defensive measure was reportedly implemented in response to a claimed threat; Russia alleged that Ukraine attempted to attack the residence using 91 drones on December 29, 2025. Ukrainian officials denied the allegation, accusing Moscow of using disinformation to justify its own strikes on government buildings in Kyiv.

Beyond the new towers at Valdai, over 20 towers with heavy machine guns and several platforms with Pantsir systems have been built within and around the perimeter of the special economic zone in Alabuga, Tatarstan. This zone is also a production site for Geran drones, which are modified versions of Iranian Shahed models. The Valdai compound is frequently used by Putin's alleged companion, Alina Kabaeva, and their children, for whom a new house was built on the grounds. Assistants to Kabaeva also have apartments near the residence, highlighting the focus on the security of its inhabitants.
