According to НБУ: This high-level dialogue comes at a time when Ukraine's financial sector is navigating wartime pressures and aligning its policies with international financing commitments. The Board of the National Bank of Ukraine (NBU) recently brought together the heads of the country's 30 largest banks to address key financial-sector issues. A central focus of the discussion was the International Monetary Fund's Executive Board approval of the first review of a four-year Extended Fund Facility programme. Also on the table were the NBU's decision to raise its key interest rate in an effort to ease inflationary pressures, along with planned upgrades to the operational design of its interest-rate policy.

In connection with intensifying Russian attacks, the banks received NBU guidance via official letters recommending that they keep lending flowing to enterprises in critical sectors of the economy. The regulator also signaled a willingness to let lenders, in certain situations, refrain from applying selected default indicators to borrowers that need short-term debt restructuring. Another major topic was financing the restoration of energy infrastructure, an issue made more urgent by ongoing challenges.

Looking Ahead: Key Actions and Objectives

The agenda also covered initiatives to establish financial-inclusion banks in Ukraine, align domestic financial-sector regulation more closely with EU standards, implement recommendations related to sustainable development, and review the initial findings of the bank resilience assessment. Privatising state-owned banks was highlighted as a way to draw more private capital into the country. It was also noted that May saw the signing of a memorandum on financial support for the defence-industrial complex, and that the country has registered its longest stretch of credit expansion in more than 15 years, a trend reflected in recent surveys.

The central bank's meeting with senior bankers underscores how the regulator is prioritising financial resilience in an economy buffeted by external shocks, including the war.
