According to ХВИЛЯ: For many Ukrainians, receiving an incorrect or unlawful utility bill remains a widespread issue. In a live YouTube broadcast on February 18, expert Oleh Popenko outlined the steps consumers can take to dispute these charges and seek a recalculation.

To get a bill recalculated, a consumer must either prove its illegality in court or independently identify errors in the supplier's formulas. Oleh Popenko noted that

'a recalculation for any bill is possible if you prove in court that your bill is illegal'

'obtaining a court ruling is a one-in-a-million occurrence; there is practically no established legal precedent'

Two Paths to Overturn Unlawful Charges

Popenko identified two primary methods for having unlawful charges canceled:

  • Proving the bill's illegality through the court system;
  • Personally finding mistakes in the utility providers' calculation formulas.

For the self-investigation route, the consumer needs to possess all technical specifications and complete documentation for their apartment building. This information can be crucial for successfully contesting improper charges.

Given the ongoing relevance of this problem, Ukrainians must be aware of their rights and the possible courses of action when faced with an illegal utility bill.

The prevalence of incorrect utility bills in Ukraine underscores the need for greater transparency and accountability from service providers. Consumers encountering such situations should be informed of their rights and the legal mechanisms available for protection.
