Long-term policy of the Netherlands towards refugees from Ukraine

The Dutch government is developing a long-term policy for refugees from Ukraine, proposing a three-year residence permit after the temporary protection directive ends in 2027. This initiative was announced in a letter from Minister of Housing Mona Keijzer, published on the government’s website.

As of November 2025, there were 135,010 refugees from Ukraine registered in the Netherlands, of which about 75% lived in municipal shelters. At the same time, 61% of adult refugees are already working, indicating their active integration into society.

Return program and cooperation with Ukrainian organizations

The government also plans a return program involving about 40,000 refugees. Mona Keijzer stated that the new 'transitional document' will allow Ukrainians to prepare for their return home and prevent an automatic influx of asylum requests. She also emphasized the importance of cooperation with Ukrainian organizations, particularly in housing and employment.
