New Pricing for Ukrtransgaz Approved

According to ХВИЛЯ: On May 5, 2025, the National Energy and Utilities Regulatory Commission (NKREKP) approved a draft resolution raising tariffs for gas storage operator Ukrtransgaz for the first time since 2022. These updated rates will take effect on June 1, 2026, and remain valid through March 31, 2029. Excluding VAT, the cost of services will increase as follows:

  • Natural gas storage will rise by 12.5% to 0.45 UAH per 1,000 cubic meters per day;
  • The injection tariff will climb 47.8% to 360.02 UAH per 1,000 cubic meters per day;
  • Withdrawal costs will also increase by 42.3% to the same amount.

Regulatory Standards and Social Impact

The regulator has also proposed setting the profit margin at 3%, significantly lower than in other energy sectors where returns can reach as high as 18%. For annual service contracts, a reduction coefficient of 0.9 will apply, while the base injection and withdrawal season will use a coefficient of 1. Monthly bookings will retain a coefficient of 1.1, and day-ahead services will see a coefficient of 1.2.

Notably, electricity tariffs for businesses are set to double, but according to Andriy Zakrevsky,

“households have a fixed tariff, while the impact on businesses will be minimal.”

This suggests that the storage operator’s rate changes are unlikely to affect ordinary Ukrainians’ wallets directly. Ukrtransgaz’s pricing had not been reviewed since July 2022, underscoring the timeliness of these adjustments.

The tariff increase for Ukrtransgaz marks a key step in stabilizing Ukraine’s gas market. Given that rates had remained unchanged for an extended period, these changes likely reflect the need to adapt to new economic conditions and ensure the operator’s financial sustainability.
