New gas payment system from 2026: how tariffs will change for everyone

According to hvylya.net: The National Commission for State Regulation in the Spheres of Energy and Public Utilities (NERC) is developing a new tariff calculation model for natural gas delivery, which is set to come into effect in 2026.

According to the new system, Ukrainians will pay for gas delivery exclusively based on the actual consumption volume in the previous month, rather than a fixed monthly amount calculated based on the annual norm, as is currently done. Regulatory representatives emphasize that the proposed model will ensure greater transparency and fairness in billing, especially for consumers with small gas usage or those who use it only during the heating season.

Calculations will be based on the principle: the volume of gas consumed multiplied by the tariff of the gas distribution network operator (GRM). The cost per cubic meter of delivered gas will remain regional and will be determined by local operators - 'Kyivoblgas', 'Lvivgas', 'Kharkivgas', and other companies.

Accordingly, the amount in payment receipts will change every month depending on actual consumption. The innovation will affect all household consumers regardless of the purpose of gas use - whether for heating homes or cooking.

Experts recommend citizens who have not yet installed gas meters to do so before the new payment model is implemented. This will allow for accurate accounting of the resource used and help avoid possible overpayments.

The commission emphasizes that the new system will facilitate better expense planning for consumers, as they will no longer pay the same amount every month regardless of actual gas usage.

As of November 2025, official approval for the transition to the new payment system has not yet occurred. The website of the Verkhovna Rada has only published the resolution 'On Amending the Methodology for Determining and Calculating the Tariff for Natural Gas Distribution Services'. Also, reminder about the third gas bill in December.

This will ensure greater transparency and fairness in calculations for consumers, especially for those who use gas in small volumes or only during the heating season. Previous approvals regarding the transition to the new model have not been received yet, so consumers still have to pay the third gas bill in December.
