The new government must submit an action program: Zheleznyak named ten priorities
The new Cabinet must submit an action program to the Verkhovna Rada within a month with specific deadlines, responsible persons, and sources of funding. Member of Parliament Yaroslav Zheleznyak named ten areas by which he proposes to assess the work of the government officials.
What action program Zheleznyak demands from the new government
According to the deputy, the parliament last approved a government program on October 4, 2019. Subsequent cabinets have operated without an approved document from the Rada that would define their tasks and allow for the assessment of results.
An approved program for a year protects the government from a vote of no confidence. Zheleznyak believes this is a kind of contract: the Cabinet gets time to work but takes on measurable obligations to the parliament and society.
The document, in his opinion, should contain not presentations and general promises, but the name of the person responsible, the deadline for completion, and the source of funds for each task. The government should report on results quarterly.
Funding the army and preparing for winter have become priorities
The first demand Zheleznyak named was the search for money for military payments. According to his estimates, the state lacks about 150 billion UAH to fund existing obligations.
Separate items must include army and territorial recruitment center reform, as well as energy preparation for winter. The deputy insists on a plan with specific dates, reserves, and responsible officials.
He included the following key demands:
- funding for military payments;
- army and TCK reform;
- preparation for the heating season;
- reduction of unnecessary budget expenditures;
- fulfillment of conditions for receiving EU funds;
- privatization of loss-making state assets;
- protection of business from unfounded inspections;
- completion of customs and BDB reforms;
- appointment of professional staff;
- implementation of the anti-corruption plan.
Due to unmet conditions, Ukraine risks losing EU funds
According to Zheleznyak's estimates, due to delays in reforms, Ukraine may miss out on about 7 billion euros in international funding. Therefore, the government must identify performers for each obligation to the European Union and the IMF.
The deputy also called for an audit of expenditures, abandonment of ineffective programs, and a more aggressive sale of loss-making state enterprises. Among potential objects, he mentioned the Odesa Portside Plant and the Ocean Plaza shopping center.
The Cabinet's action program, according to Zheleznyak, should be submitted by mid-August. It should also cover pension reform, insurance for military risks, social policy, and economic development.
Earlier, Zheleznyak announced a crackdown on corrupt officials due to EU requirements and 90 billion euros.
