Ukraine's Shift to a Digital Freight Waybill System

According to ХВИЛЯ: Ukraine's Ministry for Communities and Territories Development has outlined a plan for implementing a mandatory electronic consignment note, known as e-TTN. This system will undergo a pilot phase until June 2026, with full mandatory adoption scheduled for January 1, 2027. Crucially, these digital documents will carry the same legal weight as traditional paper versions. This move is part of a broader European trend toward paperless logistics to streamline cross-border trade.

Current Platform Integration Status

As of the end of January 2026, two major platforms, Vchasno.TTN and M.E.Doc, are already fully integrated with the e-TTN system. The EDIN and Signy platforms are in the final stages of integration, while over ten other service providers are preparing for launch. Notable platforms in development include:

A central objective of this initiative is to align Ukraine's e-TTN with the international eCMR standard, which governs electronic freight documents across many countries.

Authorities plan to finalize all types of adjustment acts and specialized document forms by the end of 2026. More complex specialized forms will be granted a separate adaptation period. These reforms are designed to simplify business documentation and enhance operational efficiency for companies involved in transportation and logistics.

The introduction of the e-TTN represents a significant step in digitizing Ukrainian business processes. It is expected to not only simplify paperwork but also meet modern requirements for international trade. Adopting digital documents could substantially reduce administrative costs and boost the competitiveness of Ukrainian companies in foreign markets. Aligning with the eCMR standard is a key measure for integrating Ukraine's economy into global supply chains.
