Compulsory DNA Sample Collection for Military Personnel

According to ХВИЛЯ: Ukraine’s Ministry of Defense has announced the introduction of a mandatory DNA sampling procedure for military personnel and other defenders. Governed by law and ministry orders, this initiative aims to facilitate identification and humanitarian search efforts. From 2025, Ukraine will establish a complete cycle-from sample collection at military units to storage in the Center for Genomic Information Records.

Every individual who takes up arms to defend the state under martial law must undergo DNA sample collection. The procedure is regulated by Ukraine’s Law 'On State Registration of Human Genomic Information' and Ministry of Defense orders. Genomic data registration is conducted for humanitarian search and identification purposes. This applies to members of:

  • the Armed Forces of Ukraine
  • the State Special Transport Service
  • the Police
  • the State Emergency Service
  • volunteer formations of territorial communities

The DNA Sample Collection Process

The new procedure uses a non-invasive method-collecting buccal epithelial cells. The service member independently presses an applicator 10–20 times against the inner cheek, under the supervision of an authorized person. Sample collection requires:

  • submitting an official application
  • providing consent for personal data processing
  • undergoing identity verification via documents
  • filling out a registration card
  • receiving safety and material collection instructions
  • collecting cells and immediately placing the applicator in a sealed container

Information about DNA submission is recorded in military registration documents and service records. Each sample receives a unique code for identification. Samples are transferred to specialized storage facilities for long-term preservation, ensuring their reliability and availability for future humanitarian use.

Implementing mandatory DNA sample collection will improve identification processes for military personnel, which is crucial during wartime when there is a risk of people going missing.
