According to Главком: A massive power outage has struck the temporarily occupied areas of Ukraine's Kherson region. Vladimir Saldo, the head of the Russian-installed occupation administration, confirmed that all administrative districts on the left bank of the Dnipro River are now either fully or partially blacked out. The sudden failure hit both major towns and remote rural communities without warning. Occupation officials have not provided a timeline for restoring electricity or disclosed the exact cause of the incident.

Saldo stated: 'All districts of the Kherson region are completely or partially without electricity. Energy workers and emergency crews are already on site and are doing everything possible to return power to our homes as quickly as possible.'

Coinciding with the blackout, a convoy from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reported that its vehicle came under fire while traveling to the settlement of Ostriv. This community had not received any humanitarian aid for many months. The OCHA vehicles were attacked twice: once while crossing a bridge to Ostriv and again during the unloading of supplies. Preliminary reports indicate no UN staff fatalities. UN Secretary-General António Guterres expressed deep concern over the attacks occurring in areas where humanitarian missions operate. Andrea De Domenico, head of OCHA's mission in Ukraine, also highlighted the increasingly dangerous conditions in the region.
