Ukrainian Regulator Fines Online Casino Gorilla Nearly $117,000 for Two Violations
Fines and Licensing in the Gambling Sector
According to Главком: The Gambling and Lotteries Regulatory Commission has imposed a fine of 4.3 million Ukrainian hryvnias (approximately $117,000) on the company Gorillabet for two separate infractions. During an unscheduled inspection, authorities discovered that the online casino Gorilla allowed a person listed in the Register of Individuals Restricted from Gambling to participate in games. Additionally, the operator failed to make its annual license payment on time.
Gennadiy Novikov emphasized that
“preventing individuals on the Register from gambling is a critically important requirement. It is one of the key protective tools.”
Additional Penalties and License Revocations
Beyond this case, the Commission also fined All City Games, which operates under the online casino brand SlotCity, a sum of 4,323,500 hryvnias. As part of the regulator's actions, eight planned and eight unannounced inspections were carried out, with 34 more gambling market checks scheduled for 2026.
The state agency PlayCity revoked the licenses of two companies: Favorit Casino Company LLC and Favbet VIP Casino LLC. These measures reflect a tightening of oversight over gambling activities in the country.
These fines and license cancellations highlight the growing scrutiny regulators are applying to compliance with gambling laws in Ukraine. This intensified enforcement may be a response to public demands for stronger protections for vulnerable groups against the harms of gambling. Such regulatory actions could also help improve transparency and accountability within the industry.
As regulatory scrutiny intensifies, the recent fines imposed on Gorillabet are part of a broader trend within Ukraine's gambling sector. Similarly, PlayCity has also penalized other operators, reflecting a commitment to enforcing compliance with gambling laws. This growing enforcement signals a significant shift in how authorities are addressing violations and protecting vulnerable individuals in the gaming industry.
