SlotCity Online Casino Fined 4.3 Million for Allowing Third-Party Card Payments
All City Games Penalized
According to Главком: Ukraine's gambling regulator has imposed a fine of 4,323,500 hryvnias on All City Games, the operator of the SlotCity online casino. The penalty followed an unscheduled inspection triggered by a player complaint alleging that the platform permitted deposits using someone else's bank card. Inspectors confirmed that a prohibited transaction had taken place, with funds being added to the player's account from a third-party card.
“We fined All City Games ₴4.3 million based on the results of an unscheduled inspection. A player contacted us and reported that the gaming account could be topped up with another person's card. In response, we initiated an unscheduled audit of the gambling organizer.”
Hennadii Novikov, Head of the State Agency for Gambling and Lottery Control in Ukraine (PlayCity)
Oversight of the Gambling Market
Since the start of this year, the State Agency has conducted 7 scheduled and 4 unscheduled inspections of licensed operators. The agency remains active in monitoring the gambling market under its 2026 inspection plan. As part of these efforts, Ukraine's Ministry of Digital Transformation has also developed a national Strategy to Combat Gambling Addiction, recognizing ludomania as a threat to the country's national security.
This decision underscores the critical importance of enforcing rules in the gambling industry and ensuring strict oversight of financial transactions within online casinos. The fine against All City Games serves as a clear warning to other operators about the regulator's zero-tolerance approach to financial violations and player protection failures. Ongoing market surveillance highlights the government's growing focus on this sector and its societal impact.
