Housing rental in Ukraine: how the war has changed the priorities of Ukrainians

The war has significantly changed the priorities of Ukrainians when choosing rented housing. In particular, there is a growing focus on the safety of the area and the availability of shelters, which have become important criteria for many tenants. A 2025 study shows that Ukrainians choose apartments mainly focusing on:

  • Price (85%)
  • Location area (72%)
  • Convenient transportation links or proximity to work (68%)

New priorities also include the safety of the territory and the presence of security, which 31% of respondents pay attention to.

Average cost of housing rental

The average cost of housing rental in Kyiv in 2025 is about 30 thousand hryvnias. The cheapest area in the capital is Desnyansky, while the most expensive is Pechersky. In other cities of Ukraine, rental prices vary:

  • Uzhhorod – the average rental cost is 20,700 hryvnias
  • Lviv – 19,500 hryvnias
  • Ivano-Frankivsk – from 13 to 17 thousand hryvnias depending on the number of rooms
  • Chernivtsi – from 12 to 17 thousand hryvnias
  • Odesa – 13,500 hryvnias
  • Kharkiv – 5,500 hryvnias

Thus, the war has influenced the choice of housing by Ukrainians, forcing them to focus on safety and comfort, alongside traditional economic criteria.

The changing priorities in housing rental reflect broader socio-economic trends that have emerged in Ukraine amid the war. Tenants are increasingly focusing on factors that ensure their safety and protection, which may indicate the duration of the conflict and its impact on everyday life. This may also affect the real estate market in the future, as landlords may be compelled to adapt their offerings according to new demands.
