Education Ombudsman on School Fundraising: Are Parents Obligated to Pay?
The authorities reminded Ukrainians that parents have the right to voluntarily assist the school financially, but only through the official accounts of the educational institution. The Ombudsman emphasized that schools cannot require parents to transfer funds to charitable foundations or public organizations, and also highlighted the danger of discrimination against students and their parents as a result.
The Ombudsman also pointed out that the creation of schools' own charitable funds may violate the nationwide law 'On Education' and cause more harm to schools than good. It is also important to mention that schools cannot refuse to accept children for not making voluntary contributions. This issue is not only about finances, but also about each child's right to access education without any discrimination.
