Validity Rules and Replacement Procedures for Passports

According to ХВИЛЯ: In Ukraine, the regulations governing the validity of 1994-style passport booklets and their replacement with modern ID cards remain a key concern for many citizens. There is no mandatory replacement scheme; these older booklets remain legally valid provided their owners update their photo inserts at ages 25 and 45. It is crucial to note that if the photo is not updated within one month of the relevant birthday, the document automatically becomes invalid. To avoid this, citizens should apply at a service center within 10 days of their birthday.

While a fine of 17 to 51 hryvnias exists for missing the photo update deadline, a warning is typically issued for a first offense. Importantly, Ukraine's stock of the old-style passport blanks is nearly exhausted, and no new ones are being printed. Consequently, if an old passport is damaged, lost, or a surname is changed, replacement is only possible with a new ID card.

Cost of Obtaining an ID Card

The standard fee for an ID card, processed within 20 working days, is 618 hryvnias. This total comprises a 126-hryvnia administrative fee and a 492-hryvnia charge for the card blank itself. For urgent processing, the cost rises to 988 hryvnias, which includes a 496-hryvnia administrative fee. Since 2024, it has been permitted to apply for both an ID card and a biometric passport simultaneously.

A significant advantage of the ID card is that it allows for travel abroad without a separate international passport, as it meets European Union standards. In contrast, the older, indefinite-validity passport booklets are not accepted for travel within the EU.

This situation reflects Ukraine's ongoing transition to modern, secure document formats. The lack of a forced replacement policy allows citizens to choose their own timing for the switch. However, given the dwindling supply of old-style booklets and their limitations for international travel, planning for an eventual upgrade to an ID card is advisable to avoid future complications.
