Who Qualifies for the Utility Discount

According to ХВИЛЯ: Ukraine's Pension Fund has reminded the public that combat veterans are entitled to a 75% reduction on residential utility charges, within the area and consumption limits established by law. The same discount applies to relatives who live in the same household. Covered expenses include natural gas, electricity, water supply and drainage, waste removal, and bottled liquefied gas for home use. The reminder is intended to help veterans and their families take full advantage of the support they are legally owed.

Conditions and Area Limits

This entitlement is set out in Article 12 of the Law of Ukraine on the Status of War Veterans and Guarantees of Their Social Protection. For every person who permanently resides in the home and qualifies for the benefit, the discount covers 21 square meters of total floor area, and the household receives an additional 10.5 square meters. For families of war veterans or victims of Nazi persecution that consist entirely of incapacitated individuals and use natural gas for heating, the limit is 42 square meters of heated area per eligible person, plus 21 square meters per family.

Relatives who may benefit include:

  • a spouse;
  • children under 18;
  • unmarried adult children with a childhood disability of group I or II, or with a group I disability;
  • parents who are unable to work;
  • people under the veteran's guardianship or care.

In addition, someone who lives with and cares for an unmarried veteran with a group I disability caused by the war may also receive the benefit.

For residences that rely on stove heating and have no other heating system, the state provides a 75% reimbursement of the cost of household stove fuel, including liquid fuel, subject to minimum supply standards and a maximum allowable cost. These measures help reduce the financial strain on veterans and their families in essential areas of daily life.

The benefits are a key element of the country's social policy, reflecting the state's support for war veterans and their families and acknowledging their contribution to the nation's defense.
