Challenges Faced by a Pensioner-Refugee
According to ХВИЛЯ: A pensioner displaced from Donetsk was unable to access 547,861.12 hryvnias of his rightful pension due to a technical glitch. This issue arose when the man, previously residing in the temporarily occupied part of Donetsk, relocated to territory controlled by Ukraine. Although his pension payments were reinstated, he could not retrieve the funds that had accumulated in his account during the interruption.
Despite multiple attempts to resolve the matter by submitting requests via the Pension Fund’s online portal, no progress was made. It was only after he reached out to the Office of the Ombudsman that the Pension Fund of Ukraine revisited his case. As a result, the pensioner was credited with the full amount of 547,861.12 hryvnias owed to him.

Dmytro Lubinets, the Ukrainian Parliament’s Human Rights Commissioner, remarked that “a technical error in the system should never become a verdict. It must not infringe on human rights or force someone to spend months proving what should be straightforward.”
Lubinets emphasized the crucial role of the state in safeguarding citizens’ rights: “Whenever people come to me with cases like this, I think about one thing: the government must assist individuals in exercising their rights, not make them repeatedly prove those rights exist.” He added, “People need to feel the state is on their side-there is no other way.”
This case highlights the necessity for prompt government responses to citizens’ appeals and the protection of their rights.
