The reason, he explained, is that American negotiators are currently occupied with matters related to Iran. Current State of Negotiations

According to available information, the talks between Ukraine and Russia involve Steve Witkoff and Jared Kushner, both of whom are also engaged in discussions regarding Iran. Kellogg noted,

“Remember the two negotiators working on Iran-Witkoff and Jared Kushner-they are also the negotiators between Ukraine and Russia, and you cannot be in two places at once. So, it's good that they are now working with Iran, and I think the negotiation process has essentially been paused. That’s not a bad thing. It’s actually good.”

Kellogg also emphasized that the U.S. sanctions package against Russia is not yet finalized. He mentioned that he has not had the opportunity to review President Volodymyr Zelenskyy’s letter to Vladimir Putin. Meanwhile, Russian Foreign Minister Sergey Lavrov stated that Moscow is open to peace talks with Ukraine, but claims it sees no willingness for dialogue from the Ukrainian side. President Zelenskyy has expressed readiness to engage in any format of negotiations to end the war.
