Ukraine’s Affordable Credit Initiative (5-7-9%)
According to Мінфін: Ukraine’s state-backed lending scheme, known as the Affordable Credit Initiative (5-7-9%), continues to provide vital financial support to micro, small, and medium enterprises across the country. In the last seven days alone, authorized banks issued 967 subsidized loans totaling 4.4 billion Ukrainian hryvnias. Since the start of 2026, the program has facilitated 16,854 loans worth a combined 73.8 billion hryvnias.
Program Milestones
The initiative has achieved remarkable results since the imposition of martial law in Ukraine, granting 117,016 loans worth 446.4 billion hryvnias during this period. Since its inception, a total of 151,838 credit agreements have been signed, with the cumulative loan value reaching 536 billion hryvnias. The program is administered by a national development institution, ensuring entrepreneurs have access to essential funding.
As a crucial tool for bolstering entrepreneurship amid war-related economic challenges, the 5-7-9% program enables small and medium enterprises to secure the capital they need for growth. This, in turn, helps strengthen the country’s overall economic stability. Continued expansion of the initiative could play a key role in Ukraine’s economic recovery and job creation efforts.
