In 2025, housing utility benefits in Ukraine will depend on the category of the beneficiary and the total income of their family. The size of discounts ranges from 25% to 100%, allowing to reduce the financial burden for certain socially vulnerable groups of the population.

Categories of Benefits

Benefits are provided in four categories: 100%, 75%, 50%, or 25%. In particular:

• A 100% benefit is granted to persons with disabilities due to war (groups I, II, III) and participants of the Second World War who have reached the age of 85.
• A 75% discount is offered to combatants and participants affected by the Revolution of Dignity.
• Families of deceased war veterans and families of deceased defenders of Ukraine can expect a 50% discount.

According to the conditions, the maximum income limit for receiving benefits in 2025 is 4,240.00 UAH.

It is important to note that the mechanism for granting benefits is regulated by the Cabinet of Ministers Resolution No. 389. Benefits also extend to family members of the beneficiary defined by Article 51 of the Budget Code of Ukraine. To receive benefits, one must be registered in the Register of Persons Entitled to Benefits. Documents for obtaining benefits can be submitted in three ways: in person, by mail, or online.
